Angry help with frame layout

I'm working on a site and I'm still pretty green with web programming outside of html. In my design I want to display my main page, and as people click the links I want just the text content of the site to change with that link. I've messed around with frames a little, but I can't get it to look the way I want it. An example of what I'm trying to do can be found at:

I guess I'm looking for a tutorial online that will help me do this, but I'm not sure what I'm searching for. Would something like this work in html or do I need to use javascript? What is this design concept called?

I also have a logo that I want to use as the background to my text, so I want the text to scroll and the image to stay in place.

You can find a basic frames tutorial here

For a static background, you can use the following css:

</head>


DO NOT use:

Code:
<body background="background.jpg" bgproperties=fixed>


as many websites will tell you to do, as this is not part of the HTML standard, and will not work in all browsers.
